ETHENOL MEANS YOU PAY HIGHER GAS PRICES

On June 26, the Congressional Budget Office released a study on the impacts of the Renewable Fuels Standard and found that, if unchanged, the RFS will increase gasoline prices by 13 to 26 cents per gallon and increase the price of diesel fuel by 30 to 51 cents per gallon by 2017. Part of the popular, bi-partisan and totally misguided Energy Independence and Security Act, the RFS promoted increased production of various forms of ethanol and biodiesel with a host of mandates and subsidies.

The failure of cellulosic ethanol to meet the fantasy-world targets set years ago means that the ethanol burned in our vehicles primarily comes from diverting food to fuel—nearly 40 percent of the U.S. corn crop goes to ethanol production. So, the net effects of the RFS are to drive up farm commodity prices (and subsequently food prices), drive up the cost of diesel fuel, drive up the cost of the gasoline used by the vast majority of drivers, and provide little, at best, environmental benefit. It’s not a simple case of supply and demand where more ethanol means lower fuel costs. Understanding the complete picture is more complex. But one thing is clear: The RFS is simply a bad idea whose time to go has come.

Lower energy content per gallon makes ethanol fuels unattractive to most drivers. To a certain extent, this weakness was hidden because most gasoline contains only 10 percent of the lower-energy ethanol. But refiners cannot legally add any more ethanol to E10 gasoline—the most common gasoline sold, which is comprised of 90 percent gasoline and 10 percent ethanol—and cannot get consumers to buy E85 (a blend of 15 percent gasoline and 85 percent ethanol) without selling it below cost of production.

The benefits of natural gas as a fuel — for heating homes, generating electricity, and as a raw material — are far-reaching, but Americans should be particularly intrigued by the effect that natural gas fracking is already having on local and state economies in gas-rich regions throughout the country. Fracking as an economic solution makes sense on all levels, and in states like North Dakota, Pennsylvania, Ohio, Texas, and others where the government has taken a common-sense approach to natural gas development, Americans are reaping the benefits. Unfortunately, the environmental lobby is halting progress in California and New York, and the Obama administration seems more concerned with assuaging radical green interests than improving the nation’s fiscal health.

Every job created by fracking means one more American earning a salary, spending money, and paying taxes, and one fewer American collecting unemployment from the government. This is the tried-and-true formula for debt reduction — the greater the ratio of people paying into the system versus people collecting, the sounder our fiscal situation will be. And among job-creation initiatives, fracking is particularly enticing, because it doesn’t require the government to do anything except stand out of the way. Natural gas development is driven by entrepreneurs and businesses taking risks, not by stimulus spending that only drives the debt higher.

The money generated by the burgeoning fracking boom won’t by itself pay down the $17.5 trillion national debt, but it’s a step in the right direction at a time when our country is searching for answers. Smart, pro-growth policies that strengthen the economy will cause the debt to shrink organically, reducing the amount of cuts that will be needed to eliminate it. Politicians — from the White House to state legislatures — need to listen to the numbers instead of fringe environmentalists, and set policies that promote responsible natural gas development.

While this should sound alarms for liberals, the real panic is with the global warming alarmists.

Australia’s new Prime Minister Abbott is said to have run a “tight campaign”—though he was “remarkably vague over his economic plans.” The Financial Times reports: “Abbott was much clearer on his intention to scrap a carbon tax and a levy on miners’ profits.”

t is not just the politicians who are “looking on in horror.” It is everyone who has bought into, as the WSJ calls them, “the faddish politics of climate change”—those who believe we can power the world on rainbows, butterflies, and fairy dust are panicked. Their entire world view is being threatened.

The Financial Times reports: “Nine of Europe’s biggest utilities have joined forces to warn that the EU’s energy policies are putting the continent’s power supplies at risk.” It states: “One of the biggest problems was overgenerous renewable energy subsidies that had pushed up costs for energy consumers and now needed to be cut.”

“It is only gradually becoming apparent,” writes Der Spiegel, “how the renewable energy subsidies redistribute money from the poor to the more affluent, like when someone living in small rental apartment subsidizes a homeowner's roof-mounted solar panels through his electricity bill.”

In a September 5 press release with the headline: “Administration Should Learn From Australia’s Carbon Tax Failure Before Committing US to Same,” Senator David Vitter (R-LA) says: “We can add Australia as an example to the growing list of failed carbon policies that are becoming so abundant in Europe.”

It is said: “The wise man learns from the mistakes of others, the fool has to learn from his own.” Sadly, it appears that the US has not learned to beware of the foolish politics of climate change.

OBAMA PLANS TO KILL AMERICAN COAL JOBS

Obama justifies both his unilateral action and cost of the War on Coal with the same explanation Progressives use for virtually every item on their agenda.  We simply must "combat this threat on behalf of our kids."  It's always for the children, isn't it?

As we said in a post yesterday, "Obama's new War is a war against ourselves.  Virtually all of the coal is domestically produced supporting American jobs, families and communities, and providing a huge portion of the affordable energy necessary to support citizens and businesses throughout the nation."

A team of Heritage Foundation Scholars analyzed and quantified the cost of Obama's War on Coal for just the first years from 2015-2030.  Led by David W. Kreutzer, Ph.D., Research Fellow for Energy Economics and Climate Change, the Heritage scholars confirmed our assertions from yesterday's blog post.  Obama's war "with no compelling scientific argument" to justify it, will most certainly have tangible, harmful consequences for every American citizen.

While it may not be clear exactly which policies will be used, it seems clear that zeroing-out coal-fired electric power plants is a goal of this Administration’s environmental team. This paper will analyze the economic impact of setting such a target. We look at the first 16 years of a 20-year phase-out of coal power: 2015–2030.

The analysis shows significant economic losses extend beyond the obvious areas of coal mining and power generation. In particular, we find that by 2030:

Employment falls by more than 500,000 jobs;

Manufacturing loses over 280,000 jobs;

A family of four’s annual income drops more than $1,000 per year, and its total income drops by $16,500 over the period of analysis;

Aggregate gross domestic product (GDP) decreases by $1.47 trillion;

Electricity prices rise by 20 percent;

Coal-mining jobs drop 43 percent; and

Natural gas prices rise 42 percent.

EPA AND HOLLYWOOD – COLLUDING?

Buried in a tranche of official emails related to the Environmental Protection Agency’s enforcement action against Texas-based Range Resources is an exchange between former EPA Region 6 Administrator Al Armendariz and other senior administration officials that raises new questions about EPA’s collusion with anti-hydraulic fracturing activists.

On Jan. 4, 2011, former EPA communications officer Betsaida Alcantara and Associate EPA Administrator Seth Oster corresponded with Josh Fox, producer of a widely discredited 2010 documentary ‘Gasland,’ about the director’s request to interview Administrator Armendariz for an upcoming film.  In the exchange, Armendariz notes, “it was good working with [Fox] for Gasland,” and goes on to suggest a place in Fort Worth where the director can get “good background shots.”

“These emails are yet another example of the degree to which the EPA works closely with well-funded activists and Hollywood producers in coordinated propaganda campaigns against energy producers,” IER President Thomas Pyle said. “With Gina McCarthy’s nomination to succeed Lisa Jackson now in play, the American people deserve answers to serious questions about the agency’s cozy relationship with environmentalist provocateurs like Josh Fox.”

DELUSIONAL EPA WRONG—COURT SIDES WITH API

Recently, a federal court sided with the American Petroleum Institute (API) and ordered the Environmental Protection Agency (EPA) to lower its biofuel volume target. Quite simply, as posed by API, the EPA exceeded their authority and ignored logic to foist a phantom “alternate fuel” onto the American people.

The US uses about 100 quadrillion British Thermal Units of energy per year.  If all those BTUs were a pile of blocks or Legos, they would cover Manhattan Island (12.5 x 2.5 miles), to a depth of 161 feet. World energy demand would be a pile 600 feet high.

Oil would be 65 feet
Natural gas and coal 36 feet each
(They add to 137 feet, or 85% of the US total.)
Nuclear energy would add 13 feet (with no certainty of more) and hydroelectric, 4 feet (but some dams are being removed).
Those energy sources bring the pile to 154 feet, or 93% of the total.

“Green” sources are the remaining 7%.
Biomass would add 5 feet, of which cellulosic ethanol (subject of the EPA mandate/court case), comprises less than the thickness of two sheets of paper.

In 2012, EPA ordered the use of 10.45 million gallons of cellulosic ethanol in gasoline, despite the fact that the fuel is little more than a lab experiment at this time. Production for the year was 22,069 gallons, less 2/10 of 1% “required” volume, or 8 drops per car per year, at a cost of $400 million!

So EPA, which wants to drive coal-fired electric generating plants out of business through one regulation, is forcing US refiners and drivers to pay for a non-existent transportation fuel through another one.

OIL INDUSTRY PAYS FINES BECAUSE IT CAN’T BUY A PRODUCT THAT DOESN’T EXIST

The Environmental Protection Agency (EPA) cannot impose a mandate for a non-existent product and then punish companies for failing to use said non-existent product, the U.S. Court of Appeals for the D.C. Circuit ruled.
That non-existent product? Cellulosic biofuels, a type of ethanol made from non-food sources such as wood chips, switchgrass, and non-edible feedstock.

2007, the EPA mandated that 250 million gallons of cellulosic biofuels be produced in 2011 and 500 million gallons in 2012. The problem was that no company could make the product commercially viable, so the EPA lowered its 2012 goal to 8.65 million gallons. Even that didn’t help, because absolutely zero gallons were produced in 2010 and 2011. Companies did manage to produce 22,000 gallons in 2012, but that still meant it was commercially non-existent.

The lack of a product forced the oil industry to pay fines of more than $6 million for failing to use the non-existent biofuels. As you can imagine, this cost was then passed on to consumers.

The fact that cellulosic [biofuel] production is nowhere near providing industrial-scale quantities of fuel demonstrates the government’s inability to determine what is commercially viable and beneficial for consumers.

It all goes back to the government thinking that it can pick winners and losers in the energy industry. It fails every time.

OBAMA ADMINISTRATION STILL WORKING ON SOLAR

Federal officials on Friday approved a plan that sets aside 445 square miles of public land for the development of large-scale solar power plants, cementing a new government approach to renewable energy development in the West after years of delays and false starts.

The government is establishing 17 new "solar energy zones" on 285,000 acres in six states: California, Nevada, Arizona, Utah, Colorado and New Mexico. More than half of the land — 153,627 acres — is in Southern California.

Interior also established 19 million acres — nearly 30,000 square miles — of so-called "variance zones" that will allow developers to propose solar projects in those areas. Environmental and other review of projects proposed in variance zones would be handled on a case-by-case basis.

It's only a coincidence that this surge in unemployment would appear set to take place just as the U.S. government approaches its self-created "fiscal cliff", where the ongoing failure of the Obama administration to negotiate government spending reductions in good faith with the U.S. Congress threatens to push the U.S. directly into recession in early 2013!
five of the last seven U.S. recessions were preceded by considerable increases in oil prices (Sill 2007).
Intuitively, the mechanism at work is the following. An increase in, for example, the price of oil leads to an erosion of profit margins. Firms lose money, and begin to go out of business. To restore a zero-profit equilibrium, some variable in the economy has to alter. If labor and energy are the key inputs and interest rates are largely fixed internationally, it is labor's price that must decline.
This effect is what Obama administration officials are after in part when they state their political objective that the price of fuel must "necessarily skyrocket", as it gives the administration a target to scapegoat (capital owners) while simultaneously increasing their client base of unemployed individuals who will become dependent upon government-provided welfare for their income.
Or maybe they're just a bunch of screwups.

Taking on the task, the Noble team discovered that cumulative acres leased on federal lands have declined by 66% since the Reagan administration, from 126 million in 1984 to 39 million in 2010 and by 86% for average acres leased per year, from 9 million annually to 1.4 million.

Basing the premise on returning to 1984 levels of leasing activity on federal lands both onshore and offshore and with the aid of Netherland, Sewell & Associates Inc., Noble determined the government is leaving $785 billion in unrealized royalty revenues over a 30-year period.
What role does energy play in the upcoming election?
Gingrich:
Energy is extraordinarily important. It is the number one plank in [Republican candidate Mitt] Romney’s plan for the middle class. It is something people instinctively believe represents opportunity. They identify it with jobs and economic growth, with national security, and lower prices. From their standpoint, it’s a triple win.

Energy itself is a job producer. Look at North Dakota at 3% unemployment. Less expensive energy is a manufacturing jobs producer. So in a state like Ohio, which now has an oil play, a gas play, and a big manufacturing base, you’ve got a lot of positive talking points
Noble: We calculated that if the Alaskan pipeline had been kept full, the government would have made $36.4 billion in lost royalties and bonuses to date and another $295 billion in oil and gas sales that did not happen. Only 30 wells have been drilled total in the past 10 years in Alaska on federal lands. It’s just alarming.
Noble: West Texas was drilled to 10- and five-acre spacing. That’s not necessary today. We can get six to 12 well bores on one small pad site. The Pinedale area [in Wyoming] has shown us that we can have the least amount of disturbance with the most amount of reserves. The time is right. Technical innovation has allowed developers to maximize production of oil and natural gas while minimizing environmental impact.
Nobody in Washington and nobody in the news media has come to grips yet with the degree that this is a change so profound that it restates the game – in jobs, in manufacturing, in foreign exchange, and in national security.
People don’t mind a little subsidy. They don’t mind paying 10% more. But when you tell them you might be paying four times as much, they think it’s crazy.
What do you think America’s energy future will look like in five years?
Gingrich: A lot depends on the election. You have a growing sense of bureaucracy and regulation that is anti-energy, whether it is the Fish and Wildlife Department, the Environmental Protection Agency, or the Interior Department. The continual processes are slowing you down. Then you have litigation effects that also slow you down and raise the price even more.

About 6 months ago, the writer was watching a news program on oil and one of the Forbes Bros. was the guest.

The host said to Forbes, "I am going to ask you a direct question and I would like a direct answer;

How much oil does the U.S. have in the ground?" Forbes did not miss a beat, he said, "more than all the Middle East put together."
The U. S. Geological Service issued a report in April 2008 that only scientists and oil men knew was coming, but man was it big.

It was a revised report (hadn't been updated since 1995) on how much oil was in this area of the western 2/3 of North Dakota, western South Dakota, and extreme eastern Montana.

The Bakken is the largest domestic oil discovery since Alaska's Prudhoe Bay, and has the potential to eliminate all American dependence on foreign oil. The Energy Information Administration (EIA) estimates it at 503 billion barrels. Even if just 10% of the oil is recoverable (5 billion barrels), at $107 a barrel, we're looking at a resource base worth more than $5.3 trillion.

"When I first briefed legislators on this, you could practically see their jaws hit the floor.

They had no idea." says Terry Johnson, the Montana Legislature's financial analyst.

"This sizable find is now the highest-producing onshore oil field found in the past 56 years," reports The Pittsburgh Post Gazette.

It's a formation known as the Williston Basin, but is more commonly referred to as the 'Bakken.' It stretches from Northern Montana, through North Dakota and into Canada.

For years, U. S. oil exploration has been considered a dead end. Even the 'Big Oil' companies gave up searching for major oil wells decades ago.

However, a recent technological breakthrough has opened up the Bakken's massive reserves, and we now have access of up to 500 billion barrels. And because this is light, sweet oil, those billions of barrels will cost Americans just $16 PER BARREL !!!!!!

That's enough crude to fully fuel the American economy for 2041 years straight.

Don't think 'OPEC' will drop its price even with this find? Think again! It's all about the competitive marketplace, it has to.

EPA BULLIES BOAL INDUSTRY—CANDIDATES

“As the owner of several coal-mining companies, I was on the receiving end of the President’s and Bob Casey’s costly, job-killing regulations,” said Tom Smith, Republican challenger to Democratic Senator Bob Casey of Pennsylvania.

“The EPA right now is strangling the coal industry,” said Republican Senate candidate John Raese of West Virginia.

Democrats are trying distancing themselves from Obama’s coal policies.
“This is politics at its worst.

“The President’s EPA has clearly declared a war on coal – an industry crucial to our economy and Sen. Casey has done nothing to support the energy industry and the Pennsylvania jobs it creates,” Smith said in a statement.

The rule has been called one of the most expensive regulations ever for power plants by the U.S. Chamber of Commerce and derided by lawmakers on both sides of the aisle for the excessive burden it places on industry.

In a press release describing the projects, the Department of Energy admitted that the research and development done through its Advanced Research Projects Agency-Energy (ARPA-E) is not market-driven because the projects are too risky for private-sector investment.

“This latest round of ARPA-E projects seek to address the remaining challenges in energy storage technologies, which could revolutionize the way Americans store and use energy in electric vehicles, the grid and beyond, while also potentially improving the access to energy for the U.S. military at forward operating bases in remote areas,” Secretary of Energy Steven Chu said in a statement.

READER COMMENT: Right around 1900 an electric car was built that the exact same range as obama motors volt. In over 100 years they have not even doubled the range or for that matter improved it much. It has always been about the battery- how much energy it can store, how fast it recharges and how long until the entire battery must be replaced. In trying push technology before it's time, you will make it so that if and when you do have a real solution, people will be MUCH slower to adapt.

Most of these retirements will come from coal-fired power plants, shuttering over 10 percent of the U.S.’s coal-fired generating capacity.

This report is an update of a report we issued in October 2011.[3] Last October the original report, we calculated that 28.3 GW of generating capacity would close as a result of EPA’s regulations. At the time, we warned that “this number will grow as plant operators continue to release their EPA compliance plans.” Unfortunately, this statement has proven to be true. This update, a mere eight months later, shows that 34.7 GW of electrical generating capacity will close—a 6.4 GW increase.

According to EPA, their modeling of Utility MACT and CSAPR indicates that these regulations will only shutter 9.5 GW of electricity generation capacity. But events in the real world already show that EPA’s modeling is a gross underestimate.

Michigan and Ohio Hit Worst By Recent Announcements

In our recent analysis, the vast majority of new announced retirements will occur in Michigan and Ohio. Operators in Michigan have announced more than 1 GW of closures due to EPA regulations.[6] Michigan, already reeling from record high unemployment, has warned that further closures due to the regulations could threaten reliability in both the Upper and Lower Peninsulas. The situation is even worse in Ohio, which is now facing 6 GW of closures, the most in the entire country.[7]

The Navy official said, “Investments in biofuel will produce a competitively priced -- and domestically produced -- alternative to conventional fuel. Such investments help the Navy and the nation become less dependent on foreign oil and thus less subject to volatility in oil prices that directly affect our readiness.” [Maybe we’d be less reliant on foreign oil if WE COULD DRILL IN THE U.S!]

The so-called "drop-in" fuels are derived from seeds, algae and chicken fat.

FRACKING MIRACLE: NORTH DAKOTA’S BAKKEN BOOM

That’s what it’s been dubbed by many. The recent boom of the Bakken oil fields—made possible by a perfect storm of sensible state regulations, the often maligned fracking process, and the fact that most drilling is taking place on private lands—has produced a whirlwind of economic growth in a formerly sleepy corner of northwest North Dakota.
North Dakota is only one of many states that is beginning to reap the economic benefits of fracking and other advances in drilling technology to harvest previously inaccessible oil deposits. That is, of course, if the federal government does not disrupt the whole process.
And with signs that the Environmental Protection Agency is gearing up for a bigger regulatory push, those fears are not without merit
. . . quiet pride was characteristic of the people we met. Whether native North Dakotans or transplants from literally every state in the nation, they appreciate the scarcity of the opportunity they have found and the dignity of having a job. As Mayor Koeser says in the video, “Where else in the country do you have 1% unemployment? Where else in the country can you find a good paying job?”

Now comes a report from the General Accounting Office, an investigative arm of Congress, that a chunk of federal land known as the Green River Formation, at the juncture of Colorado, Utah and Wyoming, not only contains a lot of oil, but it may contain more oil than the rest of the world’s proven reserves.

Blogger comment: If America becomes energy self-sufficient, our need for military presence around the world diminishes. Troops will not be required to protect American access to foreign resources. Job growth is enhanced and small businesses begin. Tax revenues increase and American debt can be repaid.
