From the irrelevant to the erroneous is a short step for Mr. Stengel. He says, “If the Constitution was intended to limit the federal government, it certainly doesn’t say so.” Apparently Mr. Stengel has not read the Tenth Amendment: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
