WHEN PENNIES ARE BILLIONS--AN ANALOGY

Dear Patriots,
Yesterday, 3/15/2011, 54 Republicans voted against their leadership, and for our future, when they voted against the Continuing Resolution. Though it is better than nothing, the $6 billion in cuts within the CR amounts to what we borrow every 30 hours. Many Republicans are scared to try and cut more, and stick firmly by a CR that takes us through to the end of the fiscal year. They make comments to the press like this one, from Ohio Rep. Steve LaTourette, who is an "appropriator" and close to John Boehner:
Ohio Rep. Steve LaTourette, an appropriator close to Boehner, said Republicans are seeing a "constant tension" between "the Democratic Party that talks about cuts but doesn't want to cut anything, and then you have my side, that wants to cut anything that moves."
So wanting to cut $100 billion, as was promised by the GOP Pledge, is now likened to wanting to "cut anything that moves?" Let's put those cuts in perspective for people like Rep. LaTourette. From Bob Williams of State Budget Solutions:
If every penny represents a billion dollars...
1. You would need a pile of 14,200 pennies ($14.2 trillion) to represent the Federal debt as of March 10.
2. Add to the pile 1,600 pennies to represent this year's $1.6 trillion projected deficit.
The total in pile would be 15,800 pennies.
Now let's look at the proposals...
1. Senate Democrats' proposal would remove 5 pennies from the pile. Senate Democrats hope to cut $4.7 billion (15.795 pennies would remain).
2. Add the pennies back to the pile and show the White House proposal that would remove 6 and 1/2 pennies from the pile. White House proposed $6.5 billon cut (15,796 pennies would remain).
3. Add the pennies back to the pile and show the House Republicans proposal that would remove 61 pennies from the pile (15,739 pennies remain). House Republicans hope to cut $61 billion.
As you can see, even the House Republican proposal merely kicks the can down the road and doesn't address the depth of the problem facing our country. Though it is not yet fiscal 2012, if the House Republican proposal passes, we will have an additional $1.5 trillion problem to deal with as the FY 2012 budget develops.
And, watch this video from the Cato Institute that really puts it all into perspective.
So... we're supposed to be impressed with $6 billion? They don't even seem to be interested in communicating to us why they are doing what they are doing. Even the Democrats are offering to "save" Boehner from the "Tea Party." Is that what Boehner thinks too?

SCHOOL DISTRICT OPEN RECORDS
Dear Friends,
This is on behalf of Wisconsin's Public School Children, Parents, and Overly-Burdened Taxpayers. Because unions aren’t giving up, ordinary tax-paying citizens shouldn’t give up either. (The Lakeland Times took care of getting the information needed for their area.)
Legislative offices in Madison have received calls from distraught parents telling how their children's teachers are pushing a political agenda relating to our State Budget to captive young students in the classroom. It's crossing the line to drag children into such a contentious discussion. Has this activity occurred in your child’s classroom?
In order to gauge how widespread the problem is of rogue Wisconsin teachers taking liberties with children that are not theirs to take, I would like to know if this is happening in our school district, especially with the pandemic of "teacher flu" in February. Please talk to your children about what is happening in their classrooms. Please let us know if teachers are handing out notes, homework assignments, etc. I would like to have copies of such documents.
Because Governor Walker has called upon public unions to help out our state by making contributions toward their own health care and pensions, there has been a major backlash as demonstrated by the recent trashing of our State Capitol by both in-state and out-of-state protesters.
Do you know of teachers who may be venting their views on the children in our tax-funded public schools? One parent told how a hyper-political teacher in his area is offering students "Extra Credit" for going to the Capitol to protest. (What's the alternative? Getting a bad grade? Teacher wrath for failure to fall in line?) Children in public schools, elementary, middle and high school absolutely should NOT be subjected to unfair treatment where no one dares challenge teachers on any issue for fear of getting a bad grade. When did "protesting" get added to the school requirements list of reading, writing, and arithmetic?
Kids should be focused on their school work, helping their parents and families, church activities, pets, sports, crafts, music, doing charitable work, enjoying their young lives and NOT be subjected to manipulation by powerful teacher unions!!!
If your son or daughter has been subjected to any type of political retribution at the hands of an angry liberal teacher, place a call now to:

When taxpayers – especially elderly couples on fixed incomes that would like to stay in their own homes – hear teachers unions whine about how they are under-appreciated, taxpayers need to remember they "appreciate" teachers to the tune of approximately $50,424 in average teacher salaries for 9-10 months of work (Wis. Blue Book, pg. 666) in addition to very generous healthcare and pension packages that most private sector and retired citizens don't receive.
Wisconsin can't afford it any longer!
Taxpayers, *YOU* have a choice to make.
For taxpayers who would like to see some semblance of normalcy returned to their school districts and this state, you may take action now by stepping forward and doing the following:
1) FILE AN OPEN RECORDS REQUEST (Chapter 19, Wis. Stats.) immediately via email/followed by hard copy letter on your school district requesting:
a) A list of the names of all teachers that called in "sick" during the week of February 14-18, 2011.
b) A copy of all school district employee correspondence relating to the State Budget Repair Bill and the protests at the State Capitol.
c) A list of the salary and compensation packages provided to the teachers under Item A above that found themselves "under the weather" recently.
d) Expense report of any taxpayer dollars used to fund district junkets to Madison
e) Policies on employee disciplinary actions
2) Once you have this information, share it with the property taxpayers in your community and let them decide if this type of irresponsible behavior warrants more of their hard-earned dollars.

Before closing, I will acknowledge that Wisconsin has some very fine teachers that stand and deliver their best each day on behalf of our youth, but it is time for them too to come forward and give their wayward colleagues a much-needed reality check.

WHAT THE BUDGET REPAIR BILL ACCOMPLISHES
WRITTEN BY A REPUBLICAN CHAIRMAN
Fellow Republicans,
As you know, the Republicans took bold action last night. The Republicans split the Budget Repair Bill into two pieces: (1) one piece continues to contain budget/financial provisions, and (2) another piece contains the provisions which amend the collective bargaining laws. The first piece requires a quorum (i.e. Senators present to vote) of 20 Senators. Since there are only 19 Republican Senators, one Democrat is needed to establish a quorum to pass the “Budget” portion of the bill. However, all other bills can be adopted with a smaller quorum of 17 Senators. Hence, the Republicans simply removed the collective bargaining provisions from the Budget bill, and passed the collective bargaining provisions in a separate bill which only required a quorum of 17 Senators.
The liberal media is portraying this action as being “unexpected” or “radical.” To the contrary, the action taken by the Republicans is exactly the option that has been discussed for weeks. For weeks, the media and bloggers have discussed the option of removing the “collective bargaining” provisions from the Budget Bill and enacting them using a smaller quorum.
Moreover, this action was taken only after Senate Democrats informed the Governor, again, that they would not negotiate.
It is important for us, as Republicans, to take every opportunity to explain what is happening to our friends and neighbors. I have the feeling that the Republicans are losing the “media battle” primarily because the liberal media favors the Democratic Party and is, in general, shallow in their analysis of the issues. For example, I watched all 3 Madison stations last night, and none of them could explain why the Republicans were able to pass this bill without the missing Senate Democrats. They didn’t understand the “quorum” rules that have been at the heart of the Democrats flight to Illinois. After 3 weeks of coverage, they still didn’t understand (or want to report) the critical distinction between the quorum needed for a “budget” bill and the quorum needed for other bills.
As you talk to your friends and neighbors, it is important to remember the following:
1. The Bill is NOT against the working class: The partial removal of collective bargaining rights for only “public employees” affects a small segment of the work force. Think of all the carpenters, plumbers, electricians, laborers, farmers, and factory workers in Juneau County who are members of the so-called “Working Class” but who are not members of a “public employee union.” Furthermore, this new law does not affect police unions, firefighter unions, and unions at private employers. Moreover, this new Law saves the “Working Class” from huge tax increases that would be necessary if this Bill were not passed.
2. The Bill does NOT destroy all bargaining rights: The Bill only takes away the right to bargain for retirement benefits, health insurance benefits, and some other benefits. It does not take away the right to bargain for wages. This change means that public employee wages should go UP to match the wages being paid in the private sector.
3. Many other States already have this Law: The Federal Government and 22 other states already have this type of law. More states are moving in the same direction as Wisconsin. Ohio recently enacted a broader law, that applies to police and firefighter unions.
4. This “Right-to-Work” law will hurt the Democratic Party: There is a reason why the Democrats are screaming about this law, and it has nothing to do with the fact that public sector workers will be required to contribute more to their health and retirement plans. Before this law, Wisconsin was a “Closed Shop” state, which meant that employees working for a Union employer had to join the Union and had to have union dues deducted from their paychecks. Employees had no choice in the matter – they could not elect to stay out of the Union. This new Law makes Wisconsin an “Open Shop” or “Right to Work” state, which means that employees cannot be forced to join a Union or be forced to pay Union dues. This little change has huge implications for the Democratic Party because Unions force workers to pay dues, which are then funneled to the Democratic party. The Democrats know that in other “Right to Work” States, Unions collect smaller dues because many employees don’t want to join the Union. As a result, the Democratic Party loses a huge source of funding.
5. “It’s all about Freedom:” This is one of the Union’s protest slogans. However, this slogan supports Walker’s Budget Bill in the following ways:
a. The new Law gives workers more freedom to decide whether to join a Union.
b. The new Law gives workers more freedom to decide whether to pay Union Dues.
c. The new Law gives local governments and school districts more freedom to control health care costs and retirement costs, by selecting more cost-effective plans and by requiring workers to contribute a “fair share” to their own health and retirement plans, without having to get Union approval.
6. “It’s all about the kids:” This is one of the protest slogans used by teachers. However, this slogan supports Walker’s Budget Bill in the following ways:
a. Kids aren’t helped when school districts have to lay off teachers, thereby reducing classes offered to students and increasing the size of classrooms. The Bill will give school districts the tools to balance their budgets without laying off teachers.
b. Kids aren’t helped when teachers leave the classroom to protest.
c. Kids aren’t helped when teachers wear protest buttons to school, and brainwash students with the “Union message.”
d. Kids aren’t helped when they are taught, by the Democrats, that “democracy” means “minority rule.”
e. Kids aren’t helped when they are taught, by the Democrats, that the way to resolve political problems is for the minority to run and hide in Illinois in an effort to frustrate the will of a majority of elected representatives.
f. Kids aren’t helped when they are encouraged to march in a picket line, for reasons they really don’t understand.
g. Kids aren’t helped when they see adults acting like children.
7. The new Law saves the public from huge tax increases: Without the Budget Repair bill, where would the money come from to balance the budget? Previous administrations raided every fund available (e.g. tobacco, highway, patient’s compensation, etc), and previous administrations recently passed tax increases of over $1 Billion. So, what is the answer? The answer is obvious to every person who has ever balanced a check book. Governemnt must cut expenses, and one way for any enterprise (public or private) to cut expenses is to cut employee wages and benefits. When GM got into fiscal difficulty, thousands of workers lost their jobs, and those remaining took huge cuts in wages and benefits. When the government gets into fiscal difficulty, the solution is the same. This doesn’t mean that public sector employees should bear the entire financial burden of our current financial difficulties. They aren’t. We’ll all feel the pain as our taxes (income and real estate) go up, and as public services go down. Sadly enough, there are still dark days ahead as we slowly work our way out of this financial mess.
8. “18 Senate Republicans conspired to take government away from the people:” This amazing statement was made by Democratic Senate Minority Leader Mark Miller, from a hidden location in Illinois, where he had fled for the sole purpose of preventing a majority of Senators from voting on the Budget Repair Bill, which had been duly and properly introduced and debated in the Senate. Let us not forget that Governor Walker and all of our the State Senators and Assembly Persons were duly and properly elected – even the Republicans. The “people” of Wisconsin spoke in a valid election. Senator Miller, and the Democratic minority, obviously have a new definition of “democracy.” In their world, “democracy” means “minority rule,” not “majority rule.”

DEMOCRATS RELY ON UNION CAMPAIGN CONTRIBUTIONS

Missing senators rely heavily on union campaign dollars

"It's very simple," said Richard Abelson, executive director of District Council 48 of the American Federation of State, County and Municipal Employees. "We have interests, and because of that, we attempt to support candidates who support our interests. It's pretty hard to find Republicans who support our interests these days."
QUESTION: WHY ARE THE DEMS STILL IN ILLINOIS?
WRONG ANSWER: TO STOP PASSAGE OF THE BILL.
CORRECT ANSWER: TO GIVE THE UNIONS TIME TO COMPLETE NEGOTIATIONS ON NEW UNION CONTRACTS ALL ACROSS WISCONSIN.
This question has not been carefully scrutinized by the media, but I suggest to you that the answer is part of a well-orchestrated plan by the Unions all across Wisconsin. The Dems aren’t holding out in Illinois because they want to stop the Bill. They know that they can’t stop it. They know that they must return, and when they do, the bill will be passed. So, why are they really delaying their return?
The answer has to do with that part of the Bill which states that all existing Union contracts, in effect upon passage of the Bill, will be honored until the contract expires. This provision has caused all the Unions in the State to rush back to the bargaining table to cut a deal.
In Juneau County, all of the Unions are rushing back to the bargaining table to agree to the last proposal put on the table by management. In many cases, management (especially in small Villages, Cities, and School Districts) does not understand the new Budget Bill. They don’t realize how the Bill will give them freedom to remove 80% of the terms of their Union contracts and control spending. They don’t realize how the State Aid to their little village, city or school will be drastically cut, and how they will need to cut back on their own spending as a result. Moreover, in most cases, the Clerk, Administrator, or Superintendent of the village, city or school has a contract that gives them the exact same benefit package awarded to the Union, and so there is a disincentive for management to help the elected representatives make the right decision. In short, these small communities and school districts are being taken advantage of by the Unions and, in some cases, by the people upon whom they rely for advice and guidance.
As a result, many small villages, cities and schools are entering into 2-3 year Union contracts which establish the same benefits which the Unions’ TV Ads say they have agreed to give up. We’ve all seen the TV ad where the Firefighter says that Gov. Walker is being unfair because the Unions have agreed to all of his fiscal demands, and have agreed to contribute to their pensions and health care plans. That ad is a lie. The Unions are rushing back to the bargaining table to lock in the deals they’ve had for years, and, I’m sorry to say, most small communities and school districts are letting them.
For example, last Tuesday, the City of Mauston approved a 3-year union contract with no change to retirement or health care benefits. At the same time, the Juneau County unions suddenly agreed to the offer that management put on the table 6 months ago, but only on the condition that the County Board immediately approve the contract. On Friday, the County Board held a special session to approve the new contract (which maintained all benefits at current levels and gave the Unions a 1% per year wage increase). However, at the last minute, the Board was informed of the contents of the Budget Bill, and the Board voted to postpone any action on the Union Contract until the Budget Bill is passed.
In response, there was a huge protest at the Courthouse, and numerous Union leaders from Madison made the trip to Juneau County to rally the troops. It was a very big deal for our little community.
I pass along this information because you may be seeing the same activity. If so, I urge you to inform your local elected representatives of the effects of Gov. Walker’s Budget Repair Bill. Don’t assume that they understand it. Yesterday, I met with some members of our County Board, and before I talked to them, they had no understanding of how the Budget Bill related to their Union contracts. I know this is hard to believe for those of us who closely follow this stuff, but for the ordinary citizen, the connection is not clear.

CORRECT ANSWER: TO GIVE THE UNIONS TIME TO COMPLETE NEGOTIATIONS ON NEW UNION CONTRACTS ALL ACROSS WISCONSIN.
This question has not been carefully scrutinized by the media, but I suggest to you that the answer is part of a well-orchestrated plan by the Unions all across Wisconsin. The Dems aren’t holding out in Illinois because they want to stop the Bill. They know that they can’t stop it. They know that they must return, and when they do, the bill will be passed. So, why are they really delaying their return?
The answer has to do with that part of the Bill which states that all existing Union contracts, in effect upon passage of the Bill, will be honored until the contract expires. This provision has caused all the Unions in the State to rush back to the bargaining table to cut a deal.
In Juneau County, all of the Unions are rushing back to the bargaining table to agree to the last proposal put on the table by management. In many cases, management (especially in small Villages, Cities, and School Districts) does not understand the new Budget Bill. They don’t realize how the Bill will give them freedom to remove 80% of the terms of their Union contracts and control spending. They don’t realize how the State Aid to their little village, city or school will be drastically cut, and how they will need to cut back on their own spending as a result. Moreover, in most cases, the Clerk, Administrator, or Superintendent of the village, city or school has a contract that gives them the exact same benefit package awarded to the Union, and so there is a disincentive for management to help the elected representatives make the right decision. In short, these small communities and school districts are being taken advantage of by the Unions and, in some cases, by the people upon whom they rely for advice and guidance.
As a result, many small villages, cities and schools are entering into 2-3 year Union contracts which establish the same benefits which the Unions’ TV Ads say they have agreed to give up. We’ve all seen the TV ad where the Firefighter says that Gov. Walker is being unfair because the Unions have agreed to all of his fiscal demands, and have agreed to contribute to their pensions and health care plans. That ad is a lie. The Unions are rushing back to the bargaining table to lock in the deals they’ve had for years, and, I’m sorry to say, most small communities and school districts are letting them.
For example, last Tuesday, the City of Mauston approved a 3-year union contract with no change to retirement or health care benefits. At the same time, the Juneau County unions suddenly agreed to the offer that management put on the table 6 months ago, but only on the condition that the County Board immediately approve the contract. On Friday, the County Board held a special session to approve the new contract (which maintained all benefits at current levels and gave the Unions a 1% per year wage increase). However, at the last minute, the Board was informed of the contents of the Budget Bill, and the Board voted to postpone any action on the Union Contract until the Budget Bill is passed.
In response, there was a huge protest at the Courthouse, and numerous Union leaders from Madison made the trip to Juneau County to rally the troops. It was a very big deal for our little community.
I pass along this information because you may be seeing the same activity. If so, I urge you to inform your local elected representatives of the effects of Gov. Walker’s Budget Repair Bill. Don’t assume that they understand it. Yesterday, I met with some members of our County Board, and before I talked to them, they had no understanding of how the Budget Bill related to their Union contracts. I know this is hard to believe for those of us who closely follow this stuff, but for the ordinary citizen, the connection is not clear.
